Convicted sex offender released from ADC

    , NASHVILLE – A convicted, level 4 sex offender has been released from prison and now resides in Howard County.
    Nashville Assistant Police Chief Amy Marion confirmed that Rodney Bernard Hill, 45, was recently released from the Arkansas Department of Correction and now resides at 128 Frost Lane in Nashville. On Feb. 17, 1999, Hill was convicted of residential burglary, robbery and rape of a 17-year-old, pregnant woman in Howard County and sentenced to 10 years in ADC – according to Marion.
    On Feb. 6, 2006, Hill was convicted of the kidnapping and rape of a 17-year-old female in Hempstead County.
    According to the Arkansas Crime Information Center, “all registered sex offenders in the State of Arkansas are required to submit to assessment by the Sex Offender Screening & Risk Assessment Program coordinated by the Arkansas Department of Correction. Each offender is assigned a risk level based on the results of the assessment. Offenders failing to submit to assessment are assigned default Risk Level 3. Arkansas Code Annotated §12-12-913 (j)(1)(A), mandates that information on registered sex offenders determined to pose the highest level of risk to the public (Level 3 and Level 4), must be available on the Arkansas state website by Jan. 1, 2004. Recent changes in the law have added public access to information regarding Level 2 offenders who were 18 or older and the victim was 14 or younger at the time of the offense.”
    Based on information obtained from the risk assessment process, offenders are assigned the following levels:
    Level 1: Low Risk;
    Level 2: Moderate Risk;
    Level 3: High Risk;
    Level 4: Sexually Violent Predator.
    Currently, there are a total of 11,809 registered sex offenders in Arkansas. According to ACIC, there are 41 registered sex offenders Howard County as of August 2015. Pike County has 32; Hempstead County has 102, Little River has 52 and Montgomery County has 37.
